Abstract

Government administration in the sphere of crisis management is entrusted with a very important role, which places it at the head of public administration bodies competent in these matters and makes it an important element not only of the crisis management system but also of the security system. What is an adequately organised crisis management system is an appropriately shaped status of authorities (central and local) which, within the scope of the tasks entrusted to them, have competences enabling them to effectively combat threats.

The status of government administration in the sphere of crisis management is determined not only by its legal and constitutional position but also by its location both at central and local levels, which allows for comprehensive implementation of tasks and response to threats. Local government administration operates on the territory of the voivodeship and, here, the competence is assigned to the voivode; in municipalities and districts, the tasks of crisis management are carried out by the local government.

The article employs a dogmatic-legal method to analyse the legal regulations governing crisis management and indicating the place of government administration in this sphere. An analysis of the literature on the issue addressed in the article was also carried out. In order to cite examples from other countries, the methodology was supplemented with comparative method elements.
